Old Redwood Highway Pavement Preservation Project - Lakewood to Pan Abode
Project Description
The Old Redwood Highway Pavement Preservation Project involves rehabilitating the pavement along Old Redwood Highway, from Pan Abode Court to Lakewood Drive. Key improvements include upgrading bicycle lanes, with the addition of buffered or protected bike lanes where feasible to enhance separation from vehicle traffic. The project will also install new ADA-compliant pedestrian ramps and bring existing ramps up to current standards. Enhanced crosswalks will be added to improve pedestrian mobility, and bus stop facilities will be upgraded where possible.
On April 3, 2024, Windsor Town Council approved a Professional Services Agreement with GHD Inc. for the engineering design of the project. As part of the project, the Town will also incorporate approximately 90 linear feet of 30-inch reinforced concrete pipe (RCP), including up to four curb inlet catch basins and/or drop inlets and up to three new storm drain manholes along Old Redwood Highway, south of Pleasant Avenue. This will help relieve frequent nuisance flooding across Old Redwood Highway and protect adjacent properties along Old Redwood Highway.
The paving extents for the project have been scaled back in alignment with available funding. Curb ramps and pedestrian improvements will continue to be constructed along the full project limits. Town staff are evaluating options for pavement treatment along the northern portion of the project, subject to available funding and construction costs.
Project Funding
The Town has secured $1.54 million in Go Sonoma - MTIS funding for the project. The original project cost was estimated at $4.65 million but was reduced to $2.2 million due to budget constraints. The project is funded by the following:
- Go Sonoma - Move Traffic and Improve Safety (MTIS)
- Go Sonoma Roads / Measure M
- SB 1 - Road Repair and Accountability Act of 2017
- General Fund
- Traffic Mitigation Fund
The Traffic Mitigation Fund provides funding for transportation improvements that help accommodate growth identified in the Town’s General Plan and Windsor Station Area/Downtown Specific Plan. Revenues are generated through traffic mitigation fees collected from private development.
