Emergency Operations Plan
The preservation of life, property, and the environment is the inherent responsibility of local, state, and federal governments. The Town of Windsor has prepared this Emergency Operations Plan to ensure the most effective, efficient, and economical allocation of resources for the maximum benefit and protection of the Windsor community in times of emergency.
While no plan can completely prevent injury, death, and destruction, effective plans, proven through exercises and actual disaster operations, carried out by knowledgeable and well-trained personnel can, and will, minimize losses. This plan establishes the emergency organization, assigns tasks, specifies policies, and general procedures, and provides for the coordination of planning efforts of the various emergency staff and service elements as mandated by the National Incident Management System (NIMS) and utilizing the Standardized Emergency Management System (SEMS) procedures, CalOES, and the Federal Emergency Management Agency’s (FEMA) standards on emergency operation plan organization for a local government entity.
The objective of this plan is to incorporate and coordinate all the personnel and facilities of the Town, the Town’s emergency services partners Windsor Police Department and Sonoma County Fire District, and associated agencies and organizations, into an efficient organization capable of responding to the Whole Community during any emergency. This Emergency Operation Plan is an extension of the Sonoma County Operational Area Emergency Plan and the State of California Emergency Plan. It will be reviewed, exercised at least annually, and revised as necessary to accommodate changing conditions.
The Town Council pledges its full support to this plan and urges all officials, employees, and citizens, individually or collectively, to do their share in the whole community emergency planning of the Town of Windsor. The concurrence of this promulgation statement constitutes the adoption of the NIMS/SEMS procedures by the Town of Windsor. This emergency operations plan becomes effective on approval by Town Council.
